Since April 2015, the working group ‘New version of contractual conditions’ (AK 7.1.1) of the Road and Transport Research Association (FGSV) has been working on revising the content of the ‘Technical delivery terms for asphalt mixture used in the construction of traffic area pavements (TL Asphalt-StB 07/13)’ and the ‘Additional technical conditions of contract and directives for the construction of asphalt traffic area pavements (ZTV Asphalt-StB 07/13)’. At the same time, the ‘Maintenance Technology’ working committee (AA 7.5) is working on an update of the ‘Additional technical conditions of contract and directives for the structural maintenance of traffic areas: Asphalt Pavements (ZTV BEA-StB 09/13)’. In future, it is planned to publish the ‘new construction’ and ‘maintenance’ sections as a two-part set of regulations in a joint ZTV Asphalt-StB. Due to the developments on the topic of ‘Occupational exposure limit for vapours and aerosols’, the steering committee of the ‘Asphalt pavements working group (LA 7) made the decision in April 2023 to only produce and install temperature-reduced asphalts with the introduction of the new regulations. The publication briefly summarizes the future structure of the asphalt technology regulations. However, the publication focuses on explanations of how temperature-reduced asphalts based on the new ZTV Asphalt-StB Part 1 can be used in practice in the future. The decision to make temperature-reduced asphalts the ‘new normal’ will have a significant impact on the future tendering of construction projects, particularly in connection with the ‘appropriate resulting binder types and binder grades’. These are the most significant changes in connection with the revision of the asphalt technology regulations. These will have a significant impact on the work of all those involved in the coming years.

Possibilities for the complete or partial substitution of bitumen as a binder in asphalt road construction

The climate crisis with the increasing distancing from crude oil and the current geopolitical situation in Europe require the asphalt industry to take a path that is independent of crude oil in both the long and short term. In the long term, bitumen should be completely replaced by bio-based, sustainable alternative materials, while in the short and medium term, partial replacement, or reuse of asphalt with bio-based alternative materials for rejuvenation would reduce dependence on oil. In this context, the project “Possibilities for the total or partial substitution of bitumen as a binder in asphalt road construction” identifi ed promising alternative binders for bitumen substitution and binder rejuvenation in a comprehensive literature review. The most promising suitability is shown by various materials based on plant biomass (e. g. lignins in combination with oily components, bio-oils, sugar cane molasses/bagasse, but also products based on animal biomass (e. g. processed swine manure), aquatic biomass (e. g. residues from microalgae processing) or from waste (e. g. waste cooking oil).

One of the three main pillars of sustainability is economics. The science of economics can be viewed from a business or national economic perspective. In this article the national economic view will be discussed. As this approach is also very far-reaching, a comparative analysis is made of the respective life cycle of concrete pavements. For this purpose, methods were used that show the development of the structural substance as well as the development of the various performance parameters. The methods were applied to eight recently built construction sections from the federal highway network, which were dimensioned in accordance with one of the dimensioning guidelines (RStO or RDO Beton). Based on the actual determined substance condition parameters, the individual development of the failure rate and the development of the performance parameters were calculated for each construction section. The necessary maintenance activities were determined and the development of the failure rate was redetermined if the activity had an impact on the substance. With the help of the substance evaluation method, it was possible to determine the useful life of each construction section up to the time of economic loss of use. Finally, the construction and maintenance costs were estimated based on the failure rate and the performance parameters, taking into account the necessary maintenance work, and related to the predicted service life. The results show that the costs of the RStO construction sections vary significantly more and are higher than those of the RDO construction sections. The main reason for the economic advantages of the RDO construction sections is obviously the better structural engineering requirement criteria, which were already established in the planning phase and considered in the tender.

Straßeninfrastruktur: Wie digital ist die Zukunft?
Road Infrastructure: How Digital is the Future?
Univ.-Prof. Dr. sc. techn. ETH, R. Hajdin;
Dr.-Ing. T. Blumenfeld, Mannheim
Transportation networks form the backbone of a modern economy based on the division of labor. Planning, design and construction have a considerable influence on the durability of road infrastructure, even if these life phases are relatively short compared to the overall service life of an asset. Comprehensive documentation of the governing properties and requirements of a transportation asset at the commissioning (acceptance) is therefore essential. This serves as a basis for processing relevant information during the utilization phase in order to prepare object-specific maintenance interventions. Infrastructure managers need high-quality inventory and condition information on their road infrastructure in order to trigger measures that ensure the safety and serviceability of the road infrastructure while minimizing negative impacts on availability and sustainability. The information on the condition of the road assets is obtained through regular condition surveys and assessments (ZEB) for pavements, road structure inspections and other monitoring techniques. During the lifetime of an asset, these monitoring activities can generate a large amount of data that needs to be managed digitally. Road structure inspections and maintenance planning require organized, automated, open and intuitive digital processes that should consider both asset data and associated condition data. This seamless digital process is already supported by existing asset management systems (AMS), but can be significantly improved. For example, most AMS do not support a geometric representation of the assets, which makes inspection data collection, especially for bridge structures, more difficult. Linking Building Information Modeling (BIM) with AMS can significantly facilitate the recording and evaluation of inspection data and precisely localize additional monitoring data. In addition, the exact geometric representation of engineering structures and recorded damage supports maintenance planning. Detailed simulations can be used to analyze and interpret the load-bearing behaviour under various environmental influences. Linking BIM with AMS creates a fully digital storage system and a platform for exchanging data with existing BIM solutions. This enables comprehensive asset management with forecasting, optimization and analysis models. The goal is a software and hardware-independent data exchange between different software applications throughout the entire service life. The use of open BIM technology for interoperability on a technical, semantic and organizational level is of central interest here. The current state of development and the challenges to be overcome for the successful implementation of this goal are discussed in the paper.
